I use a Sony 40" TV via HDMI for my monitor as well.
Solution: Go into the Catalyst Control Center> under Display Manager select your monitor > select the Adjustments tab > under Scaling Options move the slider to the right (Overscan). Good bye black borders. If you are using a really old version of the CCC, you need to right click on the monitor icon in the display manager section> select Properties > then you have the Adjustment/Overscan tab (if I remember right).
